Closing a vehicle loan feels like a small victory. The EMI burden finally ends, the bank’s claim is over, and the car or bike feels fully yours. But legally, one important step is still left: removing hypothecation from the Registration Certificate. Until the lender’s name is removed from the RC, the vehicle record still shows that it was financed. This can create problems while selling the vehicle, transferring ownership, taking NOC for another state, or updating vehicle records.
Vehicle hypothecation removal is also called Hypothecation Termination or HP Termination. It means the RTO records are updated after the loan is fully repaid, and the financier’s name is removed from the RC.

What Is Hypothecation in Vehicle RC?
When you buy a car, bike, scooter, truck, or commercial vehicle through a loan, the lender’s name is added to the RC as financier. This is called hypothecation. You can use the vehicle, but the lender has a financial interest in it until the loan is closed.
After repayment, the bank or finance company issues documents confirming that there are no dues. But the RTO will not automatically remove the financier’s name. You must apply for hypothecation termination through the Parivahan/VAHAN portal or your local RTO.
Why Removing Hypothecation Is Important
Removing hypothecation is important because your RC should show clear ownership. If the financier’s name remains on the RC, the vehicle still appears loan-linked in government records.
This can create issues when you want to sell the vehicle, transfer it to another person, move it to another state, claim insurance smoothly, or prove clean ownership. Buyers also prefer vehicles with a clean RC and no bank hypothecation.
Documents Required for Hypothecation Removal
The most important documents are:
- Original RC or smart card
- Form 35 signed by the vehicle owner and financier
- Loan closure letter or No Dues Certificate from the bank
- NOC from the financier
- Valid vehicle insurance
- Valid Pollution Under Control certificate
- Owner’s address proof
- PAN/Form 60, if asked
- Fee payment receipt
- Self-attested ID proof, if required by the RTO
The VAHAN citizen service page mentions that hypothecation termination requires the original registration certificate, duly filled Form 35, and a certificate from the financier confirming full dues have been retained/cleared. Form 35 itself is the official notice used for termination of hire-purchase, lease, or hypothecation agreement. It carries the signature of the registered owner and the financier with official seal and address.
Step-by-Step Process to Remove Hypothecation From RC Online
Step 1: Collect NOC and Form 35 From the Lender
After closing the loan, ask your bank or finance company for the loan closure letter, NOC, and Form 35. Check every detail carefully: vehicle number, chassis number, engine number, owner name, lender name, and loan closure date.
If there is a spelling mistake or wrong vehicle number, the RTO may reject the application.
Step 2: Visit the Parivahan/VAHAN Portal
Go to the Parivahan portal and choose Online Services. Then select Vehicle Related Services. After that, choose the state where your vehicle is registered.
The VAHAN user manual says the user must login, go to Online Services, select Vehicle Related Services, enter registration number and chassis number, generate OTP, and then choose Hypothecation Termination.
Step 3: Enter Vehicle Details
Enter your vehicle registration number and the required chassis number details. An OTP will be sent to the registered mobile number. If your mobile number is not updated in RC records, update it first or visit the RTO as per local process.
Step 4: Select Hypothecation Termination
Choose the service called Hypothecation Termination, Termination of Hypothecation, or HP Cancellation, depending on the portal wording. Fill in the required details such as lender information, termination date, insurance details, and owner details.
Step 5: Upload Documents
Upload scanned copies of the required documents. Usually, you may need to upload Form 35, NOC, RC copy, insurance, PUC, address proof, and identity proof. The portal may show state-specific requirements, so follow the exact document list shown during application.
Step 6: Pay the Required Fee
Pay the government fee online if payment is enabled for your RTO. The fee can vary by state, vehicle category, and service type. Download the payment receipt after successful payment.
Step 7: Book Appointment or Visit RTO, If Required
Some RTOs offer a more digital process, while others may still require physical document verification. The Odisha Transport Department’s hypothecation termination process, for example, mentions selecting Termination of Hypothecation online, making payment, downloading receipt and Form 35, and then visiting the RTO for document verification with Form 35 and money receipt.
So, after online submission, check whether the portal asks you to visit the RTO or book an appointment.
Step 8: Submit Original Documents
If your RTO asks for physical submission, carry the original RC, original Form 35, original NOC, fee receipt, insurance, PUC, and ID/address proof. Keep photocopies also.
Do not submit incomplete documents. RTO staff may ask for lender seal, branch address, or authorised signature on Form 35.
Step 9: Receive Updated RC
After verification, the RTO removes the hypothecation entry from the vehicle record. You may receive a new smart card RC, updated RC print, or digital RC update depending on the state system.
Check your updated RC on DigiLocker, mParivahan, or VAHAN records. Make sure the financier name has been removed properly.
Offline Process for Hypothecation Removal
If online service is not available or your case has mismatch issues, you can visit the concerned RTO directly. Take Form 35, bank NOC, loan closure letter, original RC, insurance, PUC, address proof, and ID proof. Fill the RTO application, pay the fee, submit documents, and collect the acknowledgement.
The offline method may be useful when the registered mobile number is old, the chassis number does not match, the bank name is wrongly recorded, or the portal does not allow online submission.
Common Mistakes to Avoid
Do not delay the process after loan closure. Bank NOC may have a validity period, and if it expires, you may need a fresh NOC.
Do not ignore mismatch in owner name, vehicle number, chassis number, or lender name. Even a small error can delay approval.
Do not sell the vehicle before removing hypothecation. A buyer may hesitate, and ownership transfer may become difficult.
Do not rely only on the bank’s NOC. The bank closes the loan, but the RTO removes hypothecation from RC.
How Long Does It Take?
The timeline depends on the state, RTO workload, document accuracy, and whether physical verification is needed. In simple cases, it may take a few days to a few weeks. If there are mismatches, old loan records, expired NOC, or missing original RC, it can take longer.
FAQs
Q1. Can I remove hypothecation from RC completely online?
In many states, you can start and complete most of the process online through Parivahan/VAHAN. However, some RTOs may still ask for physical document verification or original RC submission.
Q2. Is Form 35 compulsory for hypothecation removal?
Yes, Form 35 is a key document for termination of hypothecation. It should be signed by the registered owner and the financier with proper seal and details.
Q3. What happens if I do not remove hypothecation after loan closure?
Your RC may continue showing the financier’s name. This can create problems during vehicle sale, ownership transfer, interstate NOC, insurance processing, or legal ownership verification.
Q4. Can I sell my car without removing hypothecation?
It is not advisable. First remove hypothecation from the RC, then proceed with ownership transfer. A clean RC makes the sale easier and avoids future disputes.
Q5. What if my bank NOC has expired?
Contact the bank or finance company and request a fresh NOC or revalidated NOC. Most RTOs may not accept an old or expired NOC.
